Selling data by the region

Much of geospatial revenue is not software at all — it is data: basemaps, terrain models, cadastral layers, trained classifiers, sold by region or by year. Data copies even more easily than code, and the answer is the same pattern that protects postprocessors in CAM: ship the dataset encrypted, put the entitlement — which regions, which vintage — in records on the key, and decrypt through the dongle at load. A copied dataset without the key is ballast.
